This is missing the atlassian-data-center-status parameter in the atlassian-plugin.xml manifest to make this plugin compatible with data center, see:
https://developer.atlassian.com/platform/marketplace/dc-apps-submitting-your-app/
It does have the older atlassian-data-center-compatible parameter but you need both now.
