Add-ons Section does not contain PROJECT CONFIGURATOR

I am trying to perform a selective migration for a government client that is trying to upgrade from JIRA 6 to JIRA 7.5.

In my test (JIRA Software 7.5) environment I would like to perform a selective project export to archive a few key projects. However, when I go to Administration cog -> Add-ons there is no PROJECT CONFIGURATOR.

How do I enable this feature?

Was going to ask the same thing. Reasonably sure that PROJECT CONFIGURATOR is a marketplace app/add-on
