Is Configuration Manager for Jira required?

It is not clear if Configuration Manager for Jira is required to apply this procedure.

If yes, you should say it. and let us know it is there a way without addons. I tried global export + project import but it does not import missing stuff so it is useless.

If no, why the links to "Project Merge mode", Analyze step of the deployment" are referring Configuration Manager for Jira pages?
