Add ability to clear web resource file cache.

I'm writing a soke test to measure the performance of pages using an empty web resource cache. It would be handy to have a backdoor to do this.

    Are you going to add this feature to TestKit? The idea is that whenever you need something from TestKit you implement it :-) BTCYS
