Instructions to start JIRA in tests

I was reading a lot of docs about writing tests for JIRA, all of them outdated and none mentions that JIRA has to be started before the tests runs. I was expecting that JIRA has to be started by the test itself which didn't happen after hours of trials.

Please update the docs to mention how JIRA must be started before the test runs.
