Create a Report URL on the report that gets posted to Bitbucket DC

Currently, there’s no way to set the report URL which can make it difficult for users to understand the context of the report and which tests failed.

Perhaps the plugin could take in a REPORT_URL to allow callers to provide a URL for the resulting code insights report.
