RDS mock service

I know it's pretty simple to use just local MySQL yet it would be great if MySQL comes directly with the localstack so I don't have to create docker-compose.yml file or similar if I want to start all AWS mock services.

I think that would be a very useful extension to LocalStack @musketyr . Would you be able to create a pull request for an initial version of the RDS integration? Thanks
