REST API Browser search and check-box obscured by by JIRA banner message

When JIRA has a banner message is configured and displayed, it covers the top of the REST API Browser screen so that the search box and the check-box to show "show only public APIs" is obscured. This makes it impossible to view or test private APIs

Plug-in version is 3.0.12. The plug-in screen should shift down below the banner messages. Perhaps it is using the wrong section.

It doesn't look as nice as before and scrolling works a bit differently, but at least the search field is no longer hidden in some cases.
