Suggest users that frequently review changed files

This plugin suggests users who have contributed to the changed files. It would be useful to also include users who have previously reviewed changed files.

Old bug description:

With 1.4 we have a reviewer that is always added to pull requests, but is never suggested by the plugin. It's always the same user that's missing.

Hello,

This plugin uses git blame to figure out who to suggest. It does not use frequently added reviewers, but instead it uses users who have contributed to the files that are being changed. As such, this is not a bug.

I will convert this to a suggestion isntead
