Provide a plugin example implementing ReviewerSuggester

I tried to follow the instructions and create a plugin that implements ReviewerSuggester interface. For reasons I don't understand the plugin is showed Disabled.

An example would be very helpful.

Yes an example containing a complete project that compiles and runs would be very useful, the README seems to be outdated or incomplete
