Make available in Edit Pull Request Dialog as well

This came up in a customer meeting this week also. People who create PRs early would like to have suggested reviewers available when they get around to socialising it more (via PR edit)

I prefer creating a pull request first with no reviewers so I can look at the diff. When I edit it later and add the reviewers it would be great if the suggestions would show up.

@pmv: In newer versions of Stash, you can also look at the diff before creating the pull request.

Apart from that, I agree that it would make sense to also suggest reviewers when editing.
