Upgrade to non-scala version of Pact

James Navin created an issue

After v3, pact-jvm dropped the Scala requirement.

We should upgrade to the 4.1.x release train to drop the Scala dependency.

Note: We can’t go past 4.1.x until we upgrade this library to JDK 11+
