Enable Wait on Pause Pipelines

Issue

• manual trigger pipeline step will have pause status but the trigger-pipeline pipe declares results in successful state.

I believe the wait flag should include the status paused instead of completed the pipeline successfully.

fix

• Using Wait flag to continue waiting if status is paused.
