VHS-32 Update OSGi instructions

Add imports for all packages used in production code

Add lower bound version ranges, so that we can import any higher release without needing to re-release this jar

Fix maven version dependency for velocity, rather than using a version range

Update to maven-bundle-plugin 2.5.4, which uses bndlib 2.4.1 under the hood

Use provided dependency scope for all production dependencies - not actually required for maven-bundle-plugin, but consistent with maven-amps-plugin
