Provide more full-featured support for attachments

Mailroom now supports inlining images and image attachments, but should attempt to support more complete handling of attachments by providing a download endpoint and UI to view and download the full attachment list, regardless of type. Image attachments that are currently being inlined should probably be downloaded as separate resources instead.
+1. If a client emails us with word attachments that we want to discuss in HipChat, it'd be great to just forward it to mailroom. Currently we have to forward the email AND remember to separately add each attachment to HipChat, one by one.
