Webhook url is incorrect when using LOCAL_BASE_URL

I'm setting up a reverse proxy to several add-ons, and so I need to adjust the base url for the addons. I've set sassy's LOCAL_BASE_URL to https://public.url/hipchat-addons/sassy.

When I launch sassy, it correctly reports: Atlassian Connect add-on started at https://public.url/hipchat-addons/sassy

Examining the capabilities doc also shows that the links for self and homepage are correctly using the full LOCAL_BASE_URL, as is the installable callbackUrl.

However, the webhook url drops the path from the LOCAL_BASE_URL, resulting in: https://public.url/addon/webhook?name=uuid which is invalid.

This should be an issue reported to ac-koa-hipchat, but that repo does not have Issues enabled!
