/anim is fetching inappropriate restricted gifs

It would be greate if PG restrictions are added to sassy . /anim is fetching inappropriate restricted gifs for few phrases which is not viable for a team working environment.

It looks like we can add the safe=active query param to the Google image search request URL to improve this, as described here: https://developers.google.com/image-search/v1/jsondevguide#json_args

Be default, the safety level is set to moderate, which sounds like it's not good enough.

EDIT: whoops, I just went to add this, but found that the query already does include the safe=active query param, so there's nothing more we can add to this request that I'm aware of to lock it down further. If Google's safe search is returning unsafe results, then I guess the only recommendation I can make is to not use /anim, or to uninstall Sassy if group members are abusing it.

Eventually I'd like to add the ability for an admin to selectively enable or disable Sassy's commands, but I don't have an ETA on when I might get to that.
