Allow using defaultProject and defaultSite in custom jql

This will make jql more flexible - one jql could be shared between projects.

You can use the default project in custom jql with the latest version of the extension. Unfortunately, we cannot have the default site as an option as the validity of jql depends on which site it is executed in and we want to make sure the jql is valid before it is saved.
