When starting a PR the Summary section should be replaced with the template defined in the repo settings. If not, users that want to use the template would be forced to create the PR on Bitbucket and not use the vscode extension

This is yet to be implemented on https://jira.atlassian.com/browse/BSERV-8663. It would be great to get both updates at the same time and maybe hurry the linked Issue along.
