Editing PR title removes reviewers

1. Create a pull request with some reviewers
2. Expand the PR in the sidebar and click Details
3. Click PR title
4. Type new title
5. Press the checkmark button

Expected result: Only the title gets updated.

Actual result: The title gets updated and any reviewers are removed from the PR.

Confirmed that this is still happening internal issue has been re-opened.
