Create sub-task issue trigger

I’d like to be able to create a sub-task from within my code.

@Mike DePouw It's a little tricky because we need a parent issue first before creating a subtask for it, and all issue types might not allow subtasks.

I'll create an issue in our backlog to explore if we can show something like a parent link in the UI while creating a new issue.
