Add in setting or ability to pull in default Bitbucket Pull Request Descriptions

Our team has default pull request templates that would be nice to have implemented in VS Code when making a Pull Request through VS Code. For example, if destination is mater, we have a checklist table that differs based on if destination was develop or a release branch. So if the plugin had a setting or toggle to pull in the default Pull Request description from BitBucket, that would be awesome.

Unfortunately at the moment we’re not able to use default descriptions because Bitbucket doesn’t expose them through a REST endpoint. However, we have an open issue for this.
