Jira Assignee Doesn't Work From VSCode

While creating a ticket in VSCode, the assignee field will not find any users and won’t allow for a ‘raw text’ type option, meaning the assignee can never be set until opening the ticket on the web. Using name, user name, email, etc. yield no results, and like I mentioned, I can’t just enter the username and hit submit because the field is cleared if the user isn’t selected from the drop down.
