Ability to Permanent toggle off “Transition Issue”

There are scenarios where we have automation in place which are triggered by the act of creating a branch, and automatically transition the issue. It would be nice to be able to permanently toggle off the “Transition Issue” in order to avoid sending the transition request twice (through automation as well as through the VS plugin). Currently the toggle is always on regardless of previous setting.

Specifically we DO NOT transition issues when we start work. (Code talks, so when there’s a PR then that means work is happening). The net of this is that atlascode wants to transition the issue to “Done” as part of starting work!
