Add ability to define default Jira field values that can be configured for VSCode User/Wokspace/Folder level.

It's s common use case to have Jira fields (like IssueType, Components, Assignee) which are static to a VSCode User or Workspace or a Folder in a Workplace.

So we need an option to define them, so those fields could be autofilled during the issue creation.
