No reviewers shown from vs code when creating pull request

When I try to add a user to reviewers from VS Code / Create Pull Request to the BitBucket server (not cloud), the reviewers drop-down is always empty. I even selected users who are visible from Bitbucket Web Interface Create Pull Request, such users are not showing from VS Code Bitbucket interface.

Seems this issue was resolved after I committed the pending changes, ran a pull/push operation, and refreshed the project. I am not sure exactly which action solved the problem.

I think we need clear instructions about when the reviewers will be visible on the drop-down?
