Cannot delete branch permissions

Deleting permissions for a basic branch (i.e. /foo) does not stick. I've attached a small video to illustrate. It is intentionally only showing the branch the permissions for the /foo branch to protect the identity of other team members. What you will see in the video is me deleting the permission, confirming, and refreshing the page. /foo2 will slide up to take its place and then after the refresh you will see /foo reappear, not deleted. /foo2 exists because I attempted to rename foo to foo2 to try and delete afterward. Instead, it created a whole new permission which is also not deletable.
