At this time, we don't plan to add the ability to specify a board when creating an issue. Boards are powered by JQL queries. In order to guarantee an issue shows up on a particular board at creation time, we'd need to validate that the issue meets the conditions of the board's query.

While we could do this, a better and more familiar UX would be for us to add a board view from which you can create issues (like the Jira UI itself); I've created #327 to get that going.
