"Create Jira Issue" has hidden requirement for Ext Issue Link. It should not require this field to be filled out

I’m attempting to create an issue from a # TODO: comment , however the form for creating a new issue doesn’t submit with minimal information because the “Ext Issue Link” field requires “Ext Issue Link must be a URL”.
