What content to put in the banner

We might want to provide different experiences based on user permissions:

anon - no banner?
logged-in non-Atlassian - a toned-down warning about the age of the content: "Have you noticed that this page hasn't been updated for a while? You can tell us if you think it should be." - with a way to add a comment and/or page ranking
Atlassians - Confirm; Edit; quick link to create Doc issue
Support - Confirm; Edit; add View restriction; quick link to create Doc issue
Tech Writer - Edit; add View restriction; quick link to create Doc issue

There may be too many roles here - all the Atlassian roles could be combined.

A caveat - the Sexy Docs theme was an effort to improve the user experience by improving the Confluence page look and feel, for CAC. The banner needs to align with this design work...
