Explicit license missing

Correct me if I'm wrong, but this project does not seem to have an explicit license. If there is an implied license then it should be made explicit. If a license is truly missing, then we should figure out what to use, and get everyone to agree on it.

Right now it is not (legally) possible to take this code and publish it elsewhere. For example, I'm blocked from taking the code and publishing it as a part of my JIRA puppet module.

Thoughts?
