UPM Token Header missing from response

After upgrading to version 3.0.2 I'm now getting this error in the deployment logs and all deployments are failing.

    Looks like there was an issue with the user it was deploying as somehow got its permissions removed. Updating the permissions fixed this. Probably should have a different error message to indicate that.

    For JIRA, it now does a pre-emptive permission check and will warn specifically if the user doesn't have the right permissions. Unfortunately for the other products there is no way to check if a user is a sysadmin via the remote API. I'll see if I can make the error message more generic though, and indicate that it could be a permissions issue.
