Allow artifact to be deployed to multiple applications

At the moment you can only select one host application to deploy the plugin to. This means for multi-application plugins you have to create multiple tasks.

That's a problem for a plan template that needs to generate a plan for any plugin, since it can't loop through a list creating tasks. The simplest solution is to allow the Deploy Plugin task to be configured with a list of host applications.
