Priority lower than DEFAULT

I'm keen to try this plugin out.

My scenario involves a few plans that run very frequently but are less important than the many many existing plans.

It would be easier if I could mark a few plans as "UNIMPORTANT" rather than updating all the other plans to be "IMPORTANT"

Unfortunately I don't have all the setup to send you a proper pull request, but from a quick read of the code I think this would be trivial to implement.

Thanks for idea. It's easy to add this priority, but then you can stuck with https://bitbucket.org/atlassianlabs/bamboo-queue-priority-plugin/issues/2/build-with-low-priority-can-stuck-in-queue

I understand the low priority never gets built issue, but in my case that will be ok as I have autoscaling agents so eventually some agents will come up. Or we hit our licence limit and it is actually ok for the low priority plans to never run.
