Do not process the set of issues if the JIRA instance is down

Maybe while we were processing the issues the JIRA instance went down. Make sure that if this error happens we put it back on the queue, maybe with a timeout?

    closes #31: Checks if the JIRA instance is down. If it is it adds the message back to the queue with a delay of 5 minutes.
