Talk to performance about how we monitor whether we are hitting JIRA too hard

We don't want to overload JIRA, this should talk with Performance/SRE to figure out how we can monitor that we are not being overloaded too much.

Is there a way to monitor the number of calls from a certain connect add-on to the JIRA instances?
