Permalinks to a threaded comment sometimes don't focus properly

When clicking a permalink to a threaded comment, the browser goes to the corresponding issue, but often the highlighted comment is not visible in the browser. One must scroll either up or down to find it.
Specifically, the code to scroll the comment into view, in /js/threaded-comments.js (function AddCommentButtons), seems to be not working right.

Cannot use the pull request directly as the 1.0 branch was used for the changes. Don't worry, I have taken the code changes and manually integrated them. Will release a new version soon.
