Add an open ballot feature

As a user of both HipChat and Polly, I want an open ballot feature

so that I can see who picked which item.

Currently, Polly works as a secret ballot. I cannot know who picked which one.

I wish I can choose whether a ballot to be a secret or an open ballot.

    IMPORTANT NOTICE

    Regretfully, changes in Polly's hosting mean that it will be shutting down in August 2017. In order to keep it running I would have to invest significant time, which I simply don't have. Thanks for using Polly, and I hope that it was useful.
