"Pull Request Guidelines" link doesn't show up

Hi, I can't figure out if I'm doing something wrong, or if the add-on is to blame, but here is info about my environment:

• Bitbucket Cloud
• Installed your add-on
• Added CONTRIBUTING.md to the root of my development branch
• Looked at an existing PR to merge a feature branch into development...no "Pull Request Guidelines" link is visible on the PR's Overview tab.

Please let me know if I am taking the right steps and if you have any idea why it's not working.

CONTRIBUTING.md must be in the destination branch for it to get picked up.
