PR guidelines links does not show content

I used to use central repository for the guidelines, and wanted to create new for another project.

However all I can see is an empty modal

    I used to use <!-- import api/1.0/repositories/org/repo/src/master/CONTRIBUTING.md --> like links.

    Now I see that for the old project it also doesn't work anymore.
