Give possibility to have settings for the add-on

Those settings could be configured on the repo settings, and include (non-exhaustive list):

• Ability to fold H1 headers by default (for example so that guidelines could be defined layer by layer)
• Hability to rename the dialog’s header

• Hability to control “quote” behaviour to that it can :

  • be included in a global comment
  • be included in a file comment
  • be included in a inline comment

• Hability to parse headers with numbering (ex : “2.3. My third ## Guideline in the second # section)

• Hability to parse ###+ headers so that they can be displayed in guidelines (and so forth in comments)
• ….
