At the end of ConfigReader, the TrackedDirectory should be refined

ConfigReader reads config from both files and systemProps, the list (directoryTracker) should be refined in the end before it gets to DiretoryWatcher to be registered with watchService. If people wants to watch certain dir, unlikely there would be a !<dir>. So if this !<dir> exist , don't watch that directory.
