revid: use GeoVision API to configure GeoVision settings in startRTSPCamera function

Once the GeoVision API is merged, we can then use it to configure the GeoVision camera to reflect our revid conrfig. NB: we should probably now rename startRTSPCamera to startGeoVision… or even look at abstracting inputs.
