revid: incorrect timing information when using MJPEG

PSI is written too frequently when using MJPEG codec, and this messes up timing on videgrinds end. This results from the fact that MJPEG does not use I-frames, which is what we currently base ‘clip’ duration on. We need to implement some sort of option for time based PSI insertion for use with MJPEG.
