Update hls.js's playlist-loader.js to work with our player.

playlist-loader.js from hls.js is currently in typescript and has functions that we won’t use.

It needs to be converted to javascript and simplified.

Also it should be given an AusOcean file header and formatted to be consistent with our other js files.
