container/mts: change stream ID MJPEG assignment

Saxon Milton created an issue

Currently the number assigned to MJPEG stream ID is 28, but this is actually reserved for “ISO/IEC 14496-3 (MPEG-4 raw audio)
in a packetized stream” (see here in “Elementary Stream Types” section). We should pick a number from the on of the “privately defined” ranges.
