Add README.md files to top level packages

Saxon Milton created an issue

Now that we’ve got more engineering volunteers coming on, it would be useful to improve the availability of README files in the av repository (and others) to help provide better explanation for components of our code. It’s suggested that we first add READMEs for the top level directories, and then go from there.
