Initial cv water clarity sensor implementation.

We want to way to measure water clarity and turbidity which is low cost and utilizes our current equipment. A computer vision sensor is a potential solution as it can run on a camera and requires no third-party hardware.

A method for implementing this has been described in this paper (also see attached) which measures the saturation and contrast level of a marker in an image. This method may be helpful when creating our initial implementation.
