init/Makefile: remove default nocv as this is no longer used.

In the init/Makefile, nocv was previously used to build the rv program. Now we don’t specify a tag by default, and ‘withcv’ is used if we DO want to build with the CV stuff required for clarity etc.

Remove nocv build tag from init/Makefile.

Also remove it from vidforward/Makefile.
