vidforward: in response to control requests, do not update if configuration has not changed

Up until now, we’ve assumed that each control request is different and requires an update of the revid pipeline and configuration. We should instead check if the configuration has changed at all before doing any of this so that we’re not adding unnecessary overhead to this process; it’s possible that we receive redundant requests if vidgrind is performing broadcast setup retries.
